Salary: $4,017 + On-site housing options are negotiable

POSITION OVERVIEW:

The Property Manager is responsible for the day-to-day operation and oversight of affordable housing properties managed by CAPECO. This includes resident relations, rent collection, unit inspections, staff supervision, and general property upkeep. While the Property Manager is responsible for ensuring compliance with federal and state housing programs (e.g., LIHTC, HUD, RD), CAPECO contracts with a third-party compliance company to handle file audits, eligibility certifications, and regulatory reporting. The Property Manager will coordinate closely with this compliance partner to ensure timely and accurate documentation.

ESSENTIAL JOB FUNCTIONS:

  • Oversee daily property operations including leasing, rent collection, resident communication, and facility maintenance.
  • Responsible for learning multiple program funding types in order to maintain funder compliance.
  • Work collaboratively with contracted compliance company to process tenant certifications, re-certifications, and income verifications, etc.
  • Maintain resident files and documentation to meet audit-ready standards.
  • Ensure timely and accurate submission of documentation and reports.
  • Monitor property conditions through regular inspections; ensure grounds, units, and common areas are clean, safe and maintained.
  • Address resident issues and complaints professionally and in accordance with Fair Housing guidelines.
  • Coordinate unit move-in /move out process, vendor relationships, and on-site services.
  • Support safety procedures, emergency preparedness, and incident reporting.
  • Advertise vacant units.
  • Represent CAPECO professionally in the community.
  • Attend trainings, workshops, and educational sessions as required.
  • Other duties as assigned.

REQUIRED KNOWLEDGE, SKILLS, ABILITIES & MINIMUM QUALIFICATIONS:

  • High school diploma or GED required
  • At least two years of experience in residential property management, with affordable housing experience strongly preferred.
  • Strong organizational skills with the ability to manage multiple deadlines and priorities.
  • Excellent written and verbal communication skills.
  • Strong computer skills, including the ability to use Microsoft Office Suite (Word, Excel, Outlook) and various software applications.
  • Strong interpersonal skills with the ability to maintain professionalism in difficult situations.
  • Ability to work independently and as part of a team.

  • Work is performed in an office environment and on-site at residential properties.
  • Regularly required to walk property grounds, climb stairs, and inspect residential units.
  • Must be able to lift and carry up to 50 pounds.
  • Exposure to indoor and outdoor environments and occasional inclement weather.
  • Occasional evening or weekend work may be required for emergencies or resident needs.

SPECIAL REQUIREMENTS:

  • Must pass a criminal history background investigation however, a conviction of a crime may not necessarily disqualify an individual from this position.
  • CAPECO is a drug free workplace and pre-employment drug screening will be required.
  • Due to federal funding, our drug screenings include the use of marijuana.
  • Possession of or ability to obtain a valid driver’s license and insurable driving record is required.
